Kelly Booten is responsible for Underwriting, Product Development, Agency and Market Services, Information Technology, and Enterprise Services – which includes Strategy, Planning and Continuous Improvement, the Vendor Management Office, and Enterprise Programs.

Booten has held several progressively responsible positions since joining Citizens in 2002, and has led many enterprisewide initiatives, including the transition of legacy policy, billing and claims systems to modern technology using Guidewire’s Insurance Suite; formation of the strategy and planning, project portfolio management, and vendor management offices; institution of strategic scenario planning; and numerous other business and technology initiatives.

She has more than 30 years’ experience in leadership, information technology, strategic planning and project implementation, and business operations – more than 15 years of which have been within the insurance industry. Prior to joining Citizens, Booten served as Enterprise Project Manager for the Florida Legislature, where she managed several enterprise-wide projects that delivered automated process improvement initiatives to the Florida Senate and House. Other prior experience includes management of customer service; training, delivery and consulting services with a software organization; and management of application development for a quasi-governmental education organization.

Booten earned her Bachelor of Arts in computer science from Clarke College (now Clarke University). She holds multiple professional certifications, including certification as a Project Management Professional (PMP) with the Project Management Institute (PMI).
